Ukonline.co.uk does both these things. Its spam filter is excellent.

Just find a service provider who has a good spam detector on their server.
Mine - Pinnacle - installed one six months ago which is 99.99% right. It
works by prefacing every suspected spam with [Spam] in the address so you
can download it into a Spam folder and have a look to see if there are any
real messages wrongly labelled. I've only had two so far, both mailings
from
Maplin bordering on spam anyway. I can also access my mail list on their
server directly via the Web without using an email program and delete
before
even downloading them. I have enough faith in the system now to delete
without reading. Naturally they won't tell me how it works but it knows
all
the usual spam-detector avoidance tricks. In fact I think it looks for
them
to make a first decision whether something might be spam.
I also use AVG anti-virus (free!!) and it detected the Paypal virus
immediately, as it has all others. It transfers them to a special folder
where they can be deleted once a week or so.
These two together have restored what was rapidly becoming a shambles into
reasonable order.
Pity that money-grubbing dickheads have spoiled what was once an excellent
service. Pinnacle tell me their server is having to deal with 100,000
spams
a day and they are only a small player.
