I use a RACAL 1772 receiver Perhaps a silly suggestion, but a mistake I have made more than once...:-) The RA1772 in CW mode displays a frequency 1kHz lower than the actual receive frequency - so to receive SAQ you have to tune the RA1772 to 16.2kHz.
