If lc=la then the formula obviously became the same then previous one. If lc >> la the formula is not right. Charge distributing seems to be not homogenious. Sorry, I have not notice some problems at first. But if lc ~< la may be OK. It's should be tested and may be the formula should be modified. PSE do not use it now.
