LF: Packet Cluster

The packet cluster reports given by Mike G3XDV are, I think, from the
internet based version of the packet cluster.  This is totally seperate
from the VHF packet cluster network in the UK and Western Europe and the
russian reports are not on my local cluster node GB7DXI.  As far as I know
the UK Packet Cluster Working Group has no association with those who run
the internet service, which of course relies on a phone lineconnection.
