Here on a Centos box (yes I know ...) it all works as expected (after I
got the dependencies resolved)

vtubx -F 10 -S /dev/ttyACM0 gives a nice fast flash rate of the LED

vtubx -F 1 -S /dev/ttyACM0 puts it back ...
