It's almost certainly CFH. It's been quite a while since they burned off the cobwebs on their 137 kHz setup. Was almost wondering if they gave up on the frequency. If they start modulating, I'd keep out of a +/-300 Hz BW around 137 kHz.

Typically, they'll goof around for a couple of weeks and go away.
