The  High-Frequency Active Auroral Research Program  (HAARP) in Gakona, Alaska plans WSPR tests on  3.592.6  MHz from 2300UTC - 0000 UTC using full carrier AM. Not exactly QRP though as ERP is 1.071 GW !
