I'd like to urge all Canadian LF ops to file comments in support of the US
getting access to these two bands. How wonderful it would be to
have someone across the line to actually work!
Anyone with operating experience on LF will
make your input very valuable to the commission reading the
comments.
I've filed mine, which can be viewed from here, along with others.

You can also find the link-to-file from this page. If / when you file,
you'll notice
that the online form only allows for U.S. states and U.S. zip codes to be
inputted. I was able to get around this by putting my province and country
at the end of the street address line and then choosing WA state and
entering a WA zip code 98210...seems to have worked but it took them a few
extra days to post my comments.
If you want to read the NPRM issues to see the things they are interested
in, I had a three-part blog several weeks ago, listing all of the points of
interest.

Nobody is sure when the comment period actually closes so I gather there is
a sense of urgency to get comments in asap.
