 A possible explanation is that the EU are rumoured to be introducing from 1st April 2015 a tariff on contacts with European Radio Amateurs and other parts of the (non-EU) world. To this end, it will be required that to control such contacts it will be necessary to differentiate between amateur radio licences subject to tariff and those that are exempt. The RSL pre-fix 'E' will form part of that process. Unfortunately, regulatory authorities in some countries where such matters are sensitively political 'hot potatoes' have inadvertently released some details of the changes in advance of enactment of the required legislation. This is, of course, embarrassing for all concerned but I do feel as others have commented that it has a certain ring to it and the addition of the single extra 'dit' in CW to my call rather enhances the rythmic signature.
The above, of course, is purely speculative and has been influenced to a certain extent by having to consider these matters with my tongue firmly embedded in my cheek and held there captive by my foot which has also been forced by a spasmic event into the same orifice.

Dear Colleague,

 

As you will be aware, Ofcom are required to give all licenced radio amateurs notice that they intend to vary licences in line with their decisions following last year’s consultation.  That process has now begun and letters are being sent out.

 

It has been brought to our attention that some amateurs have received a letter suggesting that their callsign now includes the RSL “E”.  Ofcom have confirmed that this is an error and not a change in policy.  I am advised that Ofcom intend to publish an explanation on their website (which we will replicate on ours) but, until that appears, I would be grateful if you could reassure any enquirers accordingly.
