Hi Pete,
No need to spend even a short time on that band plan nonsense. But as
already discussed, there are people who cannot live without strictly
defined rules. They become afraid without them because they were
educated that way so they fear they could do something wrong. A band
plan calms them, even if they never use the band!
If we do not even know the details of the plan (pse do not publish
them), we don't even know that something is "wrong".
