LF: WSPR15 from the RasPi

The RaspberryPi is quite stable and capable of good WSPR15 performance.

Colin G6AVK produced no Spots of my 5uW of WSPR2. So we tried WSPR15, 
like you do.

So hey there is a use on MF for WSPR15, extending the capability of a 
steady path where the signal level is too low.
