Change to OP4H QRG = 8900 Hz

Due to variations in the top frequency limits for the 'Dreamers Band'
band-plans ''9 KHz'' Opera 4 Hours OP4H qrg has been re defined from 9008
to 8900 Hz , this ensures compliance with existing band plans

73-G.
