If jt9  is a  multi tone  (mfsk)  system , as is wspr  , then  which   tone  are you  declaring  the  frequency of  ?

better to  use the  dial  convention ,

 

Then  everyone  has the  same (suppressed) carrier frequency and what  ever audio  offset  will  be  unified
