... same situation here, must be PA0A. WSJTx seems to sync but doesn't decode the callsign..
 
I also called 10 Hz lower, JT9-2 even slots.

LF, 

I'm now receiving in JT9-1 on 137.43 kHz. I can see a strong JT9-2
signal but there is no decode. The signal appears in the programs
waterfal display. Timing is accurate. The SNR must be at least 15 dB
above the decode level.
