To achieve  the  maximum   decode   s/n  , the  signal  must  be  stable  , +/-  only  1  or  2  Hz , where  as  'absolute'  time, ie  ''locked  to  gmt''   is  not  important  (not required)  , the  accuracy of the  pulse  timing  is  also  critical  , round  0.2%  being  needed 

 

This  trace , may  decode  locally , but  will  fail at  range
