In fact all the NDBs located in the new band are tone modulated.

The only safe mode on this band is attended CW and possibly QSO MODE Opera so that one can take evasive action immediately to avoid causing QRM to the commercial Beacons when propagation changes take place,  like wise to avoid Beacons causing the radio amateur QRM.
Prolonged Unattended Beacons in any mode generated by radio amateurs should be a non starter also QRSS at extremely slow speeds should be avoided.
These commercial Beacons take up more spectrum that you think because they are often tone modulated (MCW)

Twenty-seven NDBs have been logged in Europe between 472-479kHz.
Twelve of those have been logged from the UK.
The NDB database on the Classaxe web site would provide detailed information on frequencies which should be avoided.
It should be borne in mind that the NDBs use A2 mode with a mix of approx 400Hz and 1020Hz modulation, so there are a good number of specific slots to be wary of.
 
 
Perhaps some consideration should be given to setting up some form of guard bands/frequencies in order to avoid any problems with NDBs?
