Is he new on the band? If he will do 10 dB QRO or so, a QSO could be possible i think.

LF,
There is a very unstable transmission going on on 137.777, strong at RN3AGC, also at YO/4X1RF. Something like "HU" is readable in QRSS-60 

Has someone an idea who it is?
