A recent story on the BBC web site - 
http://news.bbc.co.uk/1/hi/programmes/click_online/9658117.stm
- appears to propose universal, possibly unlicensed, commercial use 
of the radio spectrum based on dynamically monitoring where "unused" 
spectruim is available.

Typical of the thinking is:
"Much of the spectrum [is] left unused for most of the time. The 
white spaces left free, as they are known, can be utilised by new 
technology designed to make use of every gap between broadcasts."

Whilst this might not directly affect amateur radio, it is a 
potentially dangerous way of thinking.
