Spec-lab  .. but  can an application  'look'  at  spec-lab   as if it  was a  sound card ......without the  need  for a second card and a  wire  jumper  ?

I suspect Spectrum lab can doi.  
 
You could also run one of the SDR radio packages, receiving in the range 0 - 20kHz ish and generating SSB    
Use VAC, or better, an additional soundcard with the audio wrapped-round
 
Or an external LF mixer (see the latest  RadCom :-)

There are  'Bat translators'    Ultrasonic to  base  band ..
 
But  say  you  have   12 KHz   of audio  and  want to  present this to  say ...  wspr... at  1500 Hz . or  some other system at  say  2 KHz
 
Is there a  'virtual'  mixer   that  could be  installed as  some  sound  card or  similar ?
