First you need to find out if it is a dns problem or a routing problem

In your browser go to site http://69.164.213.205

69.164.213.205 is the IP address of wsprnet.org

If you get there it is a dns problem.

In a command prompt type:

tracert 69.164.213.205

(or for linux/osx traceroute 69.164.213.205)

You should see a set of IP addresses that will tell your where the
connection has failed. It may not be in the Virgin network.
