there has been some 137kHz activity from ON in the past: ON4ZK, ON6ND, ON6UX, ON4MR (and ON7YD).
But nobody is QRV these days. ON6ND is SK, I have heard ON4ZK on 600m, don't know what happened to the others.
Maybe the lack of activity (but if everyone says so it is a self fulfilling prophecy).
Or lack of time, as was the case with me for some years (job, family ...).
