Hello Dave,
although it is not a precise answer to the problem mentioned by the
friend of yours i have just thought he could visit a webpage devoted to
lightning strike radars (homebuilt):

he should go to section 7 ( manual and documentation); find and read a
survey article written by John Silver ( likely, UK based fellow as it
follows from his e-mail address)
Mr Silver mentions a software which is capable by special time
synchronization routines and triangulation methods to make a positional
fix of the ligntning etc..
a link to software developers is also given so i think he might have got
a nice start to his specific issues with alfa stns ..

BTW .. those antennae and amplifiers built for lightning radar purposes
are within the range of 10-11 kHz so "Dreamers" should also look into
this at least to see really nice pictures of detected strikes..
