A bit later on 'they' were transmitting this strange looking signal. Perhaps the attenuation on the low side is antenna related ...

Yes - although the 24kHz signal that is usually ascribed to NAA was present at the same time. Whatever was transmitting it, a 1kHz bandwidth signal on 17.8kHz is pretty impressive!

I did a Google search on 17.8 kHz, and it seems that NAA (Cutler, Maine) was
active on this frequency a few years back.
