   The International Maritime Organization (IMO)  objected to giving hams the 495-505 slot.
The IMO is not currently using these frequencies and has no specific plans to use them either.
What the IMO does have apparently is better lobbyists than the ARRL, and from what I've seen of the ARRL operation that is not hard to believe!

Reasonable conditions last night augmented by higher qrn in the Southern States (and the Mid West by the looks of it) TIL, XGJ, XNS and MP good signals and Ive got an UNID which Im still pondering over. DCF39 was audible but not strong.
 
From AK -- TIL, and Japanese CGM and NI were (are at 1232Z)  clear - still no path to USA East or Mid West.
