Hi Graham I believe this is known as "drop-wire" ( I was not actually in the Telphones area) If so it is a mixture of steel and copper strands, and will stand a far longer span that pure copper or even the special alloys used for rigging professionally. I would say as a top wire it would be fine but use some copper for the vertical section of an L or T where there is significantly more current flowing than in the top-load. Loss in the top load doesnt matter too much as this is not really radiating anything usefully on LF, but is a vital capacitance to ground. Another way of thinking of it is that by the time the current reaches the top it has already traversed the Radiation-resistance. (only true for very short aerials!)
