Is the power level reported on WSPR ERP or is it RF power out?

My transmitter is a TS2000 on 6 meters  using homemade transverter type
"G3XBM" (but with a 50 Mhz  LO) and homemade PA with a single Mosfet
XFH75N10 stage, home made tuner and a 3,5 MHz windom antenna up 20 feet.
I am building a Marconi T with three 20 meter long "T"'s and the feedline
appx 10 meters long taped at center. It should be going up in the air
sometime today....

I estimate, very roughly, that LA3EQ/P has an ERP of 0.2W
