Out of my fuzzy memory, I seem to recall that Joe changed the sampling 
frequency of WSPR to 48 kHz
(don't know what it was before), I think to better interface with VAC.
But don't take my words for granted... it is just a dim flash in my memory...
If this is indeed the case, then your sound card has a sampling frequency error 
when set to 48 kHz,
error which wasn't present at the former rate.  But better to ask Joe...
