The WE2XGR license specifically permits communications with other stations...including amateurs stations.

So we still treat all these beacon only licenced stations out of North America as Pirates if they try a two-way QSO, as far as UK experimental licence holders are concerned....... eh?
 
Probably our authority is ambivalent so long as we don't operate out of band as I think some has already said on this reflector.
