Gentlemen,

It has been some time since the last time we communicated on the subject of the 500 kHz Development Licenses. This is an attempt to make up for that and to give you some idea of where things stand.

The issue has been how to stream proposals, such as those some of you have submitted, through RAC and into IC in a form which IC can expediently process into the Developmental Licenses IC have indicated they are prepared to issue for experimental operation by radio amateurs on 600 meters.

The work on this issue is being generously worked through by Jim Dean, VE3IQ, and Richard Ferch, VE3KI, working with René Guerette and Gary Steckly of Industry Canada.

At this point in time it seems likely that Industry Canada will accept that the applications be forwarded to them using IC Form 2365 a copy of which is attached for your information only. What is still being worked on is how some of the requirements of the form might be modified or even waived for the particular circumstances of these Developmental Licenses and radio amateurs as applicants. It is important in crafting this that the process as modified be agreeable to the regional Industry Canada offices through which these applications will flow and not simply to the IC officials with whom Jim and Rich are working here in Ottawa. This is going to take a little more time to work through but we think we are close.

It's important to realize that, reflecting the Government's redoubled concern with transparency, this process will - unlike the earlier 135 kHz authorizations - more closely follow IC's rulebook. In this regard, I'm taking the liberty of excerpting the following from a recent letter from René Guerette, Director of IC's Amateur Radio Service Centre.... The developmental licence applicants must adhere to the rules applicable to commercial radio stations. Their amateur certification should serve them well as operators but does not infer any other privileges. Applicants are bound by the CPC 2-0-03 on tower consultation. If they exceed the exemption limit in tower height of 15 meters or create other non excluded situations, it will be at their own perils. The LUA may wish to allow construction/erection without consultation if approached but since the duration of these trials is over 2 years, temporary may not be so temporary. This provision in the CPC is meant for temporary emergency situations.

Antennae patterns and ERP calculations as per predictions seem quite reasonable to me as antenna propagation characteristics at these frequencies are difficult to assess. As you indicate, the efficiencies of such antennae are more likely to be less than the model.

Licences must be renewed yearly. Rationale for renewal is required. This too is assessed at the district level. However, I suggest that licensees should forward their rationale with covering letter to the ARSC for vetting and distribution to appropriate licensing office for renewal. Since all members are participating in the same trial, I suspect the rationale will be similar for most if the project is ongoing. A letter from RAC might do the trick.

As you can see, it's much easier to be a radio amateur. We do think, however, we are close to the finish line and it is our objective to have this process as straightforward as the circumstances permit when we are ready to go.

One area where those of you who have submitted proposals can help is in connection with the requirements for antenna pattern and gain data. It seems likely that IC will accept data which RAC will supply based on antenna modeling which we are hoping to do here. Those of you who have submitted proposals could help now by submitting data, e.g.,could be as simple as a description or a diagram, on the antennae you anticipate using in your proposed 500 kHz operation.
