it could be somone who just have install the program and forget to put up
his signal and locator ! In other word , the factory setup is still in the
program.

about other people not setting their WSPR data correctly, judging from the
spot below:-

With the best will in the world I don't think K1JT is receiving Gus at
+12dB on 500kHz, at 18:00UTC when most of the path is in daylight :-)
