This is a known NDB beacon, though very little seems to be known 
about it. The only references I can find are at:

Which says 'PAT - 499.3 kHz (100kb): - This beacon was heard 
operating over the Christmas period again, and this recording was 
made at 2250 utc on the 25th of December 2006. This occasional beacon 
is believed to operate from the Irish Republic.'

So nothing new....
