I know that the UK limit for the NOVs is 100 mW, but is it ERP or EIRP? 

What are the limits in the US, Sweden and Germany please (and anywhere else 
that has an amateur/experimenter allocation in this part of the spectrum)?  And 
are they transmitter output, ERP or EIRP?
