Hi Dave distilled water has a high resistance and a dielectric constant of
about 80 (PTFE 2.3). You should find the current goes up soon after it stops
raining, maybe as the ground water starts to absorb minerals, but also as
the film of water get shaken off the wire. Finbar had a similar effect when
we were trying to measure antenna ground loss on 136.
