Sorry RHO I know your NOV is pending but we should adopt a 
well practiced axiom among the VHF fraternity where repeater 
pirating has been a blight. That is, "No Callsign No 
Acknowlegement". If you can radiate a signal, you can key a 
callsign. Sorry to be an old curmudgeon.
