Is seems that even Heinrich Hertz's original experiment demonstrating the existance of radio waves in 1887 was probably achieved at VHF frequencies - judging by the dimensions of the TX Antenna and RX loop with the spark-gap in it.

For your information, spark gaps were not only used for LF in the past ...

Jagadis Chandra Bose was experimenting on 60 GHz with spark gaps around 1897.
