June 17 2004 was the date when changes to New Zealand radio regulations came in to force.  No Morse testing for any amateur operator qualification was the most significant change, but opportunity was taken to change other parts of the regulations, which included allocating 130 - 190 kHz as an amateur band in New Zealand.
 
Before that a permit was needed, and the band was 165 - 190 kHz.  ZL6QH (ZM2E) applied for and was granted a special permit to use the 136 kHz band somwhat earlier than 2004.

I require the dates that ZL was allowed to begin amateur operation on 2200m.
 
Does anyone have a list of non-CEPT countries that allow 2200m amateur operation?
