You are right, the TTY signal is about 200 Hz higher, not 200 Hz lower than
DCF39 (it's my mistake, I was confused with my USB/LSB settings on the RX
:o) )

launched the personal message. My list give 139.0 Navy Ankara callsign TBA
which is possible. Maybe what you see lower is a mixing product with DCF39
??
