Hi All, it seems that not all the X-ray flares that affect propagation originate from the sun. See http://science.nasa.gov/headlines/y2003/12sep_magnetars.htm?list492317 for an explantaion of intense X-ray bursts from far out in space that are enough to give anamolous proagation and blackouts.
