He is wrong!
Theory and experiment confirrm that 1W ERP is 1W ERP
irrespective of the sise /height of the ant. (or anything else for that
matter).

There is a difference. The big antenna lauches the signal where it is meant
to go  whereas the small antenna just heats up the ground beneath it. A
small antenna on LF is just a leaky dummy load. So you are saying that 1W
erp from a dummy load radiates just as efficiently as 1W from a  200 ft
vertical for instance. Dont forget to position your dummy load in a vertical
plane!!!!!!!!!!!!!!!!
