LF: Large attachments

Folks

Several people have tried to send some huge files to the rsgb_lf_group
reflector in the past couple of days - for your info, nothing bigger than
40k bytes will be accepted, anything bigger is held in a queue for me to
look at. Blacksheep policy doesn't allow distribution of big files, our
resources are not up to the job.
