I was thinking the same way. You need 5 Hz out of 137 kHz, that is about 36 ppm (parts per million). It is quite easy to shift an overtone crystal by this amount - use a varicap, or a fixed cap switched by a transistor, or even a small relay - orrendous, but the baud rate is so slow!
