I forgot to notice:
When formula was derived a<<1 was assumed. This correspond to real
conucting not dielectric ground. It's not very problem to avoid this
limitation but now real situation seems more interesting.

About too large S I'd say as folows. Are You sure conserpoise
(ground rod) length won't be important for GROUND LOSS resistance in this case? May be it is not important for ALL loss resistance of antenna
because coil resistance and radiation resistance (if antenna is large).

About resistance dependance on frequency it seems then enviroment loss is
frequency depending, not ground resistance itself. Unfortunely I can not
estimate enviroment losses yet...
