Do you need a linear with your 706 Mal? I
run WSPR on my 706mk2G barefoot, about 20 watts out the back withclearly only a
few milliwatts radiated due to the inefficient vertical here at G7NKS. (7m/30m
inv L, with marginal earthing)
I still get reports out to 1200km plus and
at SNRs not dissimilar to yours
My record was Lubos @ some 1600km about 3
years ago!
The 706 series are great radios for 475kc

Looks like 17 dB QRO. What have you done? A simple class A amp stage (2N3053
et. al.) behind the IC706 ?
