I wonder which cane first WASP   ( http://television.jasper.org/srmarine.htm)    or  CROSS ?
 
The  loran site would  make sense , I wonder if its a  cost  cutting  exercise to  extend the
nav-text range to  French Polynesia ?

Yes, there is some sort of installation there: it is the CROSS Corsen headquarters.
CROSS (Centres Régionaux Opérationels de Surveillance et de Sauvetage) are in charge of Safety, Search
and Rescue along the french coasts
