That seems a very convoluted (!!) way of doing what is actually quite a simple process.
Input low-pass filter,  I/Q mix with a centre tone, low pass filter the output- and there's the baseband signal you need for upconversion to any band you want from LF to microwaves.

It ought to be possible to do everything in a single DSPIC

It would be great to do the first part of this http://www.g4jnt.com/ThirdMethodUpconverter.pdf in a single chip.

It's not strictly the Weaver method but there is an SSB 'up-converter' with I and Q outputs in SL.
It actually uses a forward and inverse FFT, and cos^2 windowing (with 50 percent overlap) :
