I'd lay quite good odds on those control boards having  USB COM ports chips.  
They could use the USB directly in HID mode, but then driver software has to use all the USB interfacing drivers etc.

Whereas every programming language under the sun has reliable support for COM ports.

They're so simple to drive, from anything

There are many ways to manage this boards. From Windows dashboards to DOS aplications which can be invoqued with commands
from any other software to do the job. And you will not have relays clicking every time PC reboots
