Here's your decode...  that was actually the minute before 21:22 CET or 20:22 UT. Simply read as BCD bits from right to left, with longer gaps encoding ones.

The reception of DCF77 is improving at QE37pd as the days get longer.

The image shows one minute of signal recorded just before 7:30 AM local, 20:30 UTC.
