The staircase is a narrow band signal though. Thus it is easier to
appear stronger as DHO, HWU etc...
JXN started to transmit for a short while just in the moment the
staircase was on 16.4 kHz. Maybe they wanted to say "THIS IS MY QRG!!"

indeed here - about 40dB above background noise and stronger than any
other signal in the range 0-24khz.
