In my Tesla coiling over the years I've found that the clear tubing used
with oxygen masks in hospitals makes a good insulator when pulled
over an already clad wire.  I use #18 teflon insulated hookup wire for
the "core" with the medical tubing over it in my TC power supplies,
and have had no problems at up to 15 KV.
