I'm afraid 74650 would be in the middle of a DCF77 sidelobe and pretty lousy in Germany and central Europe...
 
I've been in contact with Bob regarding Opera / opds frequency selection. We agreed to rather stay somewhere around 74.322 kHz, as tried successfully in current WSPR-15 activity. This would match up with standard Opera software if the receiver was set to 72.7 kHz USB "dial" for Op-16 mode.

Expecting Bob to  run    OP16  test  runs  on 75KHz   this  week 
 
Anything  / loran lines ?  on    74.650 Hz     +/-  100 mHz or  so ?   - mid  band
 
Decoder  actual pass  band  74.6000  to  74.7000
 
OP Rx set 73.00  usb , set  op16
